WiFi4EU Scheme

  • WiFi4EU

    The European Commission wishes to promote free WiFi connectivity for citizens and visitors in public spaces including parks, squares, public buildings, libraries, health centres, and museums, everywhere in Europe through the WiFi4EU scheme.

    Who will benefit?

    Everyone. The WiFi4EU scheme will be disbursed in a geographically balanced manner, so that high-speed connections can benefit both residents and visitors of thousands of local communities across the EU. It is predicted that at least 6,000 to 8,000 local communities will have free WiFi installed by 2020.

    Who can apply?

    The WiFi4EU scheme will be open to public sector bodies – typically local municipalities, libraries, health centres, etc. Local authorities will be encouraged to develop and promote their own digital services in areas such as e-government, e-health and e-tourism through a dedicated app.

    Budget and Funding

    The budget for the WiFi4EU scheme is set at 120 million Euros. This will support the installation of state-of-the-art WiFi equipment (network infrastructure), while the beneficiary will pay for the connectivity (internet subscription) and maintenance.

    How to apply for WiFi4EU?

    The WiFi4EU scheme will be delivered through simple and non-bureaucratic procedures including online applications, payments by vouchers (each worth 15,000 Euros) and light-touch monitoring requirements. The projects will be selected on a first-come, first-serve basis.

    The first call for projects is expected to be launched early 2018.

    How will it work?

    All selected municipalities will receive a WiFi4EU voucher, worth 15,000 Euros. This will cover installation costs of the WiFi equipment in their chosen centres.

    • Municipalities will pay for the internet access and the maintenance of the network during the first three years
    • Installation should not duplicate existing free private or public networks in the same public space
    • WiFi4EU-funded networks must be free of charge for all users
    • Municipalities are free to select the installation company of their choice

    • September 14th 2016

      Jean-Claude Juncker, President of the European Commision, proposed to equip every European village and every city with free wireless Internet access by 2020


    • March 20th 2018

      The WiFi4EU web portal was launched – municipalities all over Europe are invited to register their details, for the chance to benefit from EU financing

    • May 15th 2018

      The first call will be launched – registered municipalities can apply for a first round of 1,000 vouchers on a first-come-first-serve basis

    • Summer 2018

      The commission will announce 1,000 municipalities receiving vouchers through the first call

    • 2018 – 2020

      In the coming two years, four more WiFi4EU calls will be launched
